Managing Contingent Workers in PS HCM

Is there a way in PeopleSoft HCM 9.1 to "hire" a contingent worker (CWR) without adding an Empl Rcd #?  We never have a CWR and EMP record active at the same time, nor will we in the future.  Currently we are using the "Add Employment Instance" when we hire a contingent worker but this adds an Empl Rcd = "1".  We do not want Empl Rcd > "1" in PeopleSoft because it causes issues with reports and interfaces and we really want to track both the CWR and the EMP data under Empl Rcd = "0" if possible.  I'm thinking there should be a way to "hire" a CWR using JOB data and the action/reason would change the person from CWR to EMP.  When I read PeopleBooks, the Empl Rcd # is really only used for Multiple Jobs and the definition of Multiple Jobs in PeopleSoft is when a person has two or more jobs at the same time.  If this is the case, there should be a method using action/reason on JOB and inserting a new row on JOB when a CWR is "hired" as EMP.

Did you have any luck on this issue? We share your concern and are looking at starting to use CWR in the near future.

Not luck. No one responded. After much research, I discovered in PeopleSoft documentation that the only way to maintain employee, contingent worker, and person data is to use separate Employee Record Numbers.

Okay,...thanks! Can you tell me how to create/maintain the Action/Reason codes for Adding a Contingent Worker? I am wondering if I do not have the appropriate security,...for when I try to save my test Contingent Worker,...it defaults the the action of Add Contingent Worker (and no other Actions are available in the drop down list). However, I do not see that Action on the Action Reasons table under Setup HRMS.

The Action is 'ADD' and it is on the Action table. PeopleSoft has the 'Add a Contingent Worker' component set-up so it automatically defaults the action reason to 'Add a Contingent Worker'.
